Jason L. Welty
Executive Director
Jason has been the Executive Director since November 2024. He previously served as the Jefferson County Clerk of Court & Comptroller as well as the Deputy Executive Director and the Budget and Communications Director at the CCOC. With 20 years of government experience spanning all three branches of government and both county and state levels, Jason brings a wealth of knowledge and leadership to the CCOC. Having been named the 2024 Clerk of the Year, Jason’s career reflects a strong commitment to enhancing the operations of Florida’s clerks of court.
Jason’s primary goal is to transform CCOC into a service-driven agency that fosters meaningful improvements for clerks statewide. By combining his in-depth government experience with a passion for public service, he is dedicated to supporting and advancing the vital work of clerks.
Outside of his professional achievements, Jason values family above all. He and his wife Christina are proud parents to Benjamin and SarahKate. Jason is a board member on the Cobb Middle School PTO, a regular volunteer at Manna on Meridian, an assistant to the Leon High School wrestling team, and a founding member of the Capital Brotherhood of Tallahassee.
He is the lead staff of the CCOC Executive Council, oversees the CCOC office staff and operations, and is assisting in the development and implementation of the Guardianship database.
Griffin Kolchakian
Budget and Communications Director
Griffin joined the CCOC in April 2021. He brings a wealth of knowledge in budget and finance, including positions at Department of Environmental Protection, Department of Financial Services, the Governor’s Office of Policy and Budget, and Department of Law Enforcement. Tallahassee-born and raised, Griffin practices service through the Capital Brotherhood of Tallahassee and Tallahassee Friends of Our Parks Foundation. He is a proud husband and father and enjoys playing golf and spending time with family and friends.
He is the lead staff for the Budget Committee, oversees the monthly reconciliations and the yearly settle-up process, oversees the jury reimbursement process, and manages the CCOC social media platforms and the CCOC website.
Thomas Dunne
Administrative Services Director
Thomas joined the CCOC in August 2024. He has over 23 years of budget, finance, policy, and administrative experience including positions at the Pinellas County Clerk of the Circuit Court and Comptroller, Department of Management Services, Agency for State Technology, the Governor’s Office of Policy and Budget, Department of Law Enforcement, Department of Children and Families, and Department of Juvenile Justice. Thomas was born in Zeist, the Netherlands and spent his childhood in several U.S. States, Germany, and Holland. Thomas holds a bachelor’s degree in criminal justice from Western Carolina University. He enjoys traveling, playing golf, and spending time with family and friends.
He assists in Accounts Payables and Receivables, General Ledger, Contracts, Procurement, CCOC Policies and Procedures, Strategic Planning, and Performance Measures.
Johnny Petit
Actuarial Performance Analyst
Johnny joined the CCOC in February 2018. He brings considerable mathematical and statistical experience to the organization having previously held positions at the Department of Financial Services. Johnny holds a bachelor's degree in Pure Mathematics, a master's degree in Financial Mathematics, and is currently pursuing a doctoral degree. He currently teaches math at Tallahassee Community College. Outside of work, he enjoys running and spending time with his wife and two children.
He is the primary contact regarding revenue projections, statistical analysis, quarterly performance reporting, and other detailed reporting analyses.
Linzee Buck
Education Coordinator
Linzee joined the CCOC in May 2025. She brings a strong background in education and a passion for fostering growth and development. Throughout her career, Linzee has held leadership roles where she guided teams in shaping strategies that support continuous learning and organizational success. She has a proven ability to lead collaborative decision-making processes, always with a focus on building knowledge and driving improvement. She is skilled in analyzing data to inform practices and enhance structured procedures, helping organizations reach their highest potential through thoughtful, evidence-based approaches.
She is the lead staff for the Education Committee and works closely with the FCCC's education team to provide valuable and beneficial training and educational opportunities to clerks and staff.
Valerie Hernandez
Communications Specialist
Valerie joined the CCOC in November 2023. Originally from Homestead, FL, she moved to Tallahassee to pursue a bachelor’s degree from Florida State University. She is currently a Senior in FSU’s psychology program and is also seeking a chemistry minor on the premed track. Outside of work, she enjoys spending time with friends, attending concerts, and cooking.
She is responsible for creating social media content, maintaining the office, and assisting the CCOC Team with various projects.
Nolan Turnage
Research Associate
Nolan joined the CCOC in July of 2025. Nolan was born and raised in Tallahassee and attended Fairview Middle School and Leon High School. He brings with him past experience working in law as a consumer-rights bankruptcy paralegal, as well as a document custodian for a foreclosure law firm. Currently enrolled at TSC, soon to transfer to FSU, he is pursuing a bachelor’s degree in political science with a minor in philosophy. He previously held the position of President of the TCC chapter of the honor society Phi Theta Kappa.
He is responsible for assisting with collecting and analyzing incoming data, as well as acting as support for our various Committees.
Matt Guse
Operations Director
Matt joined the CCOC in February 2025. Matt brings 20 years of non-profit leadership and executive experience leading organizations in Florida and Texas. Having led organizations in multiple industries including child development, economic development, medical research and emergency response, Matt has overseen all aspects of organization operations to include finance, human resources, board development and strategic direction.
Matt is a veteran of the United States Navy and a graduate of the University of Central Florida. A Wisconsin native, Matt has lived in Florida since 1988 and currently resides in Tallahassee with his wife, Shannon. The couple has two adult children, Morgan and Mitchell.
Leonard Carper
Data Quality Officer
Leonard joined the CCOC in August 2013, while serving on active duty. He is a retired school teacher and retired military veteran who has served in the United States Air Force and the Army National Guard. He brings extensive experience in military budgeting and accounting to the CCOC. He obtained bachelor’s degrees from Florida A&M University and Washburn University, as well as his master’s degree from the University of Kansas. Outside of work, he enjoys spending time with his wife, children, grandchildren, and playing soccer.
He is the primary contact regarding report intake, quality assurance reviews, reporting questions, and data extracts. Leonard also shares oversight of the Florida Guardianship Data Transparency (FLGDT) web-based application.
Andrea Rice
Office Manager
Andrea originally joined the CCOC in May 2022. She worked for the Justice Administrative Commission (JAC) before re-joining the CCOC in January 2025. Previously from Bossier, LA, she moved to Tallahassee in 2019. She graduated from the Le Cordon Bleu Culinary School in Ottawa, Canada. Along with her culinary skills, Andrea also led a Family Readiness Group program for military spouses, which involved planning relocation logistics and other various family resource areas. Outside of work, she enjoys baking, traveling, and raising her two kids.
She is responsible for assisting with bookkeeping, accounts payable and receivables, financial reconciliations, drafting various memos and correspondence, and many other duties.
Gracie Jenkins
Legislative Specialist
Gracie joined the CCOC in June 2025. She moved to Tallahassee from Madison to achieve her bachelor's degree in political science with a double minor in education & child development. She is completing her Senior year at Florida State University and plans to pursue a master's in education policy and evaluation. She previously worked for the Secretary of the Senate as the Vote Clerk for the 2025 Legislative Session. Gracie is a member of Delta Alpha Chi at FSU, where she is the Social & Recruitment Chair. She volunteers through Project Tallahassee, the Children's Miracle Hospital Program, and local service events. Outside of work, Gracie enjoys cooking, running, and spending time with family and friends.
She is responsible for tracking legislation and elections, researching, analyzing bills, and assisting the CCOC Team with any assignments.
